The old Yellow River winds, flowing and passing by Ningxia, as long as 397 km, which irrigates the vast fields. Although the area of Ningxia is small, it is endowed by the Nature with different types of topography and physiognomy. The lofty Helan Mountains situates at the border between Ningxia and Inner Mongolia, extending with its ridge emerging from its peaks. The broad and endless Tenggeli Desert and the dry sand pose a miraculous Desert landscape. The Liupan Mountains, gorgeous, beautiful, and lush, is full of birds' tweedling and flowers' fragrance spreading, where waterfalls and springs flow down. The famous Ortos Terrace gently extends forwards, lying in the northeast of Ningxia. Different physiognomy bring Ningxia about rich landscape. Continuous mountains, zigzaging up and down, vast desert, flat plain, the river mixing earth and sand, and sparkling lakes and wetland, altogether, the spectacle that merge desert landscape, grand and vigorous and firm, with beautiful South China, full of irrigable land, green everywhere. Therefore, it is praised as "Sai Shang Jiangnan", which means "a place, flowing honey and milk, locates at West China, northwards far beyond the Great wall, benefited from the irrigation of the Yellow River as much as from that in South China, and as beautiful as in South China as well." Influenced by the special configuration of the mountains and plain as well as the long history, the old Yellow River Culture and the deeply intricate Islamic Culture have been formed.
As the tourist industry of Ningxia begins to develop later than that in many other Chinese provinces, it is called as "Ningxia, with desert, the Yellow River, West Xia Dynasty Relic and Hui Nationality's homeland, is the last virgin soil of tourism in China." Now, thanks to the great attention to the industry by the CPC Committee and the government of the autonomous region of Ningxia, it has begun to be developed harmoniously with the development of the economy and society of the whole region. At present, all walks of life are willing to develop tourism. Based on the policy that we should develop tourist industry by state, the collectives and individuals and with domestic and overseas capital, the related departments and the regions' government itself made a series of preferential encouraging regulations and have created an ideal investment environment for tourist industry. Batches of tourist items are being implemented, which are invested by enterprises, social forces, folk entities, individuals and foreign businessmen. From now on, any tourist resort or scenic spot invested by non-state run entities, if suitable to requirements of the development of tourism and reach to a certain scale, will be supported from the government in different kinds of fund. Since 2000, the state has invested RMB 160 million national debt funds to the construction of the infrastructure in 11 main scenic spots all over the region. Due to them, the development of tourism has been quickened. Of the items attracting investment, most of them come from the scenic spots where the national debt funds have been utilized. In future, tourist facilities will be further perfected in Ningxia. We will take full use of our tourist potential with warm service, and provide more opportunities of development for all the friends who prefer to travel or to invest in Ningxia.
